Can a normal 40GB Seagate hard disc be modified in some wayl?
and operating in some way to act as an external Hard disc by putting and operating by connecting to the USB?

There are jumper settings( some pins) near the power cable of the hard disk. You can change it to slave or the best is selecting cable select. usually these settings are illustrated on the hard disk. then u can use this hard drive for extra storage. But if you want to use it as a external drive then you will have to buy a casing and fix this with cable select.

Technically, no, you won’t need it, but it is strongly recommended due to the fact that it’ll help protect the drive from dust, damage, etc.

Yeah, you have to change the pin on the hard drive (usually located beside the IDE/SATA pins), change it to SLAVE (there should be an illustration on the hard drive on how to change the pins to slave). Buy a hard drive casing with IDE/SATA to USB adapter. Put the hard drive inside the casing and enclose it. And there you go.
