I am looking for a cheap external hard drive that is compatible with win 98 and connects to usb 1.1?

You are not going to find one because windows 98 is not supported by Mocrosoft any more in the USA. Get a computer with XP , or Vista Home Premium. that computer can’t be upgraded that far.
